Solid and orderly promotion of photovoltaic poverty alleviation

On April 19, the National Energy Administration and the State Council Poverty Alleviation Office jointly issued the "Notice on the Second Batch of Photovoltaic Poverty Alleviation Projects for the 13th Five-Year Plan" (hereinafter referred to as "the Second Batch of Projects"), and arranged for poverty alleviation operations. Among them, a total of 15 provinces (districts) and 165 county PV poverty alleviation projects were completed, a total of 3961 village-level photovoltaic poverty alleviation power stations (hereinafter referred to as power stations), total installed capacity planning of 1,673,071.43 kilowatts, and assistance targets for 3,859 filed poverty-stricken villages. The 301,773 households set up files for poor households.

The "two batches of projects" require strengthening the construction and operation of power stations, establishing guidelines for monthly progress in construction, improving project arrangements, clearing project construction timelines, and reporting information on existing projects to promote photovoltaic poverty alleviation operations in a solid and orderly manner.
On the same day, the National Energy Administration issued the "National Energy Bureau's 2019 poverty alleviation key points" (hereinafter referred to as "the key points of the attack") to put forward six requirements for poverty alleviation operations in 2019. First, we will continue to promote the upgrading of rural power grids, focusing on deep poverty areas such as the “three districts and three states”, strengthening the construction of power infrastructure and power grids, and issuing and implementing the plan for the implementation of the rehabilitation of the rural network in the village. The second is to further improve the level of service throughout the power, establish a monitoring system for the monitoring of power throughout the poverty-stricken areas, and launch an annual monitoring review. The third is to carry out the construction of photovoltaic poverty alleviation power stations in an orderly manner, standardize the construction, operation, maintenance and safe use of village-level photovoltaic poverty alleviation power stations, and timely and fully issue financial subsidy funds to ensure the implementation of photovoltaic poverty alleviation. Fourth, actively support the construction of major energy projects in poverty-stricken areas, and quickly transform resource advantages into economic advantages. The fifth is to improve the level of development and use of rural renewable energy in poverty-stricken areas. The key points support the construction of biomass cogeneration projects in poverty-stricken areas, and promote the level of biogas planning and utilization in progressive poverty-stricken areas. Sixth, we will continue to conduct investigations and studies in deep poverty areas, and propose guidelines for existing problems.
